Born in Hammond, Indiana, and raised in poverty, Melvin L. Burks earned three degrees from Indiana State University. He joined Hamilton Center on June 9, 1979 as a part-time evening receptionist and never left — rising through nine promotions over 47 years to become President & CEO. He launched WIN Recovery, built the New Citizen re-entry program, and led Hamilton Center to become one of only eight CCBHC pilot sites in Indiana. An ISU Distinguished Alumnus and author of the autobiography Titan of Life.

Built Hamilton Center's first defined security and safety program from scratch — the first of nine promotions.
Named CEO. The Hamilton Center Foundation was created the same year to fund new ideas quickly.
Knox County became the 11th county. The Foundation gave $600,000 to open WIN Recovery opioid clinics in two new counties.

Received the Circle of Corydon Award and a "Melvin L. Burks Day" proclamation. Named an ISU Distinguished Alumnus in 2024.

Art Fuller is a servant leader and executive who has spent his career building schools, programs, and organizations that help people and communities grow. He has led teams with hundreds of staff, managed budgets of over $50 million, and secured millions in grants for behavioral health and education. He is a Hamilton Award winner for his work in behavioral health and service to people with disabilities. Art is also the founder of successful schools and social impact organizations, and he serves as an expert consultant for a global AI brand in healthcare, mental health, and education.
Art is now the Chief Adviser for the University and Chief of CCBHC at Hamilton Center — a first-of-its-kind mental and behavioral health university built to grow the workforce pipeline from elementary school through graduate school, especially in the communities that need it most. His doctoral research at the University of Indianapolis studied how college students see careers in behavioral health. That research found the "Naming Gap" — a problem where students do not enter the field because the career paths are not clearly named or made visible to them. This finding is the foundation for UH's mission: to make those pathways clear and help the next generation of workers step into them.
